Advisory Board Members Present: Craig Knowlton, Ron Witzel, Jon Gasson, Marissa Walker, Jodi Fischer
1. Call to Order
Called to Order at 10:12 am.
2. Public Comment

3. Approval of Minutes for September 11, 2023 (no meeting 4/8/24)

4. Update on CSA 20 Activities (Information Item)
Jason Hoorn updated on trails maintenance. Waiting on biological reporting and permitting for bridge repair. Expect to start developing permits this winter and finish upgrade on Schwin trail this spring. Consultant doing inclusive access study on some trail areas.
Ranger Luke Bishop summarized visitor services. Some users reported for camping, RC cars; were educated and voluntarily left. One person was cited. Two campers were offered services. Litter cleanup at Pacheco pond. Provided updates on greater Novato shaded fuel break.
Commissioner comments:
Commissioner Gaston asked about signage improvements re: parking, dogs, ebikes. Says he has received positive feedback on mowing around the preserve.
Commissioner Witzel asked for more signage related to dog leashes.
Commissioner Walker shared concerns related to dog owners off leash. Asked whether there are there plans to manage distaff thistle.
Commissioner Gasson still wants more education and citations related to e bikes.
Commissioner Witzel mentioned a split rail fence from buzzard burn to Witzel trail needs to be fixed.
Walker motions to approve fiscal year 25 budget. Would like to see some of that go to the split rail fence. If that project is huge we can wait until spring meeting to approve additional funding.

5. Fiscal Year 2023-2024 Budget and Fiscal Year 2024-2025 Budget Plan Review (Action Item)
Senior Program Coordinator Kat Knecht reviewed an update on funding information as related to CSA 20. 25K was allotted for the fund balance for FY 25. There have not been any expenditures in FY 23 or FY 24, and there are not any anticipated expenditures in FY 24.

Commissioner Comments: Commissioner Walker would like to see some of the allotted funding go towards fixing the split rail fence.

6. Election:
A slate was elected as follows: Witzel as chair. Walker as Vice Chair. Craig as secretary.

7. Comments
Craig Knowlton: Need more clarity on rules and enforcement related to cars, ebikes, drones. Bike passing zones on roads into in trail intersections aren’t clear.
Gasson: We desire more input from Ignacio residents in CSA 20. Encourage more public input.
