Advisory Board Members Present: Craig Knowlton, Ron Witzel, Jon Gasson, Marissa Walker, Jodi Fischer


1. Call to Order
Called to Order by John Witzel at 10:13 a.m.

 

2. Public Comment
No comment at this time.

 

3. Approval of Minutes for Regular Meeting of September 9, 2024

4.  Update on CSA 20 Activities (Information Item)
Ranger Diquattro provided an update on visitor services and activities, including: 23 dog violations, 1 wildlife violation, 4 camping violations, 1 fire, and 1 search and rescue. Rangers have been doing more seasonal outreach events to educate the public on ebikes. New dog rule signs are planned to be posted on wind signs near entrances and moved every 2 weeks. Re: repairs to split rail fencing along fire road; maintenance staff prefers to repair with metal supports rather than replace posts. Parking on Indian Valley Rd is not under MCOSD, so reach out to Sheriff if violations are noted.

Commissioner comments: 
Commissioner Walker would like a QR code for the website of CSA 20 in dog leash signs. 
Commissioner Gasson has noticed and appreciates the increased ranger presence. This comment was echoed by all commissioners. 
Commissioner Witzel gives his thanks to all rangers for the increased presence. 
Commissioner Knowlton states that increased vegetation management at the top of the mountain makes it difficult to distinguish between trails and fire roads.

Public Comments: No members of the public came forward. 

 

5. Budget Update (Action Item)
County Staff reviewed the budget revenue and expenditures for FY 2025. YTD: Revised fund balance includes $267,803.31 anticipated at the end of FY25.
Plan budget FY 26: 10K allocated for potential maintenance in FY 26.

6.    Advisory Board Member Comments
Fischer:  would like to know more about whether buried lines are part of a future plan for the area. 

Commissioner Witzel used to work for PGE, doubts that buried lines are an immediate priority for the local area.

Jon would like to see Sandwich board signs at the entrance to the preserve to improve engagement at the CSA 20 meetings. He also says that the rangers are incredibly friendly, engaging, and delightful. 

Knowlton noticed that the e-bikes appear to be in groups.
