Minutes for Meeting on September 25, 2024
Meeting held at Room 410B, Civic Center

Board Members Present: Gina Hagen, Carey LeVash, Scott McClintock


1.    CALL TO ORDER
Meeting was called to order by Commissioner Hagen at 3:05 P.M.

 

2.    PUBLIC COMMENT
No public comment at this time.

 

3. APPROVE MINUTES FOR SPECIAL MEETING OF JUNE 24, 2024

4. STAFF AND BOARD INTRODUCTIONS (INFORMATION ITEM)
Staff, board and guests introduced themselves. Jackie Garcia attended as a guest interested in serving on board. Tony Swan attended as a county senior program coordinator representing local flood zones.


Jim Chayka summarized the major projects that have taken place since the February 2024 meeting. Pueblo Park path reroute and refurbishment took place, including Carbo tree root barrier installation. The pathway from Pueblo Park playground to La Brea was refinished. Castro park drainage and pathway improvements took place. An encampment at Castro park was discovered and will be noticed for 72 hours prior to being removed. Some dumping is still occurring on the private property across from Adrian Rosal Park. The promenade regular maintenance included native plant installation. 

Public Comment: A member of the public suggested Ponzo sage and suggested an additional garbage can on the promenade by the bench. She would also prefer that drainages be kept clean.

Commissioner Comments: Commissioner Hagen is happy with Pueblo Park improvements, but wonders about the other pathway areas with significant root intrusion, and wonders if the other CSA 18 pathways have bee assessed.

Commissioner Levash agrees that those paths need attention

 

4. BUDGET UPDATE
 County Staff reviewed the budget revenue and expenditures for 2024. In 2024, revenues were $233K, and and expenditures were $391K. and anticipated and encumbered expenses and revenues for FY 25. The current fund balance is $338K.

Commissioner Comment: Commissioner Levash wondered whether hosting a tennis camp at one of CSA 18’s parks would generate revenue.

Commissioner Hagen reminded the board that careful spending is necessary to keep the fund balance healthy. Especially with rising playground costs. She would also like to know the schedule of rate increased from MMWD. She is happy that new SB1338 mulch is thought to be less flammable than mulches that were previously used.

Public Comment: A member of the public commented on the use of recycled water and wants to know whether trucking in recycled water is possible. She also wanted to know whether trees that are cut are chipped and mulched locally.

6. ELECTION OF OFFICERS
 In prior election in September 2022, Levey/Hagen moved to nominate Tim Baker for Vice Chair, Linda Levey nominated for Secretary, and Gina Hagan for Chair.

Commissioner McClintock as Chair, Hagen as Vice Chair, and Levash as Secretary.

Commissioner Comments: Comm. Hagen mentioned that serving as chair is often made easier by support from county staff, and the traditional structure of Robert’s rules of order.
