Minutes for Meeting on February 11, 2026

1.    CALL TO ORDER
Meeting was called to order by Commissioner Hagen at 3:12 P.M.

 

2.    PUBLIC COMMENT
No public comment at this time.

 

3. APPROVE MINUTES FOR SPECIAL MEETING OF SEPTEMBER 10, 2025 

Suggested edits: Item 9, Commissioner Garcia suggests removing second L from Rosall.

4. STAFF AND BOARD INTRODUCTIONS (INFORMATION ITEM)
Staff reviewed the operations and maintenance for CSA 18 since the last meeting in September of 2025.  

Elia Narayan:

  • Candy’s:  re-installed irrigation. Shut off until after rainy season. 
  • Adrian Rosal: drainage issues in turf. Ongoing dumping issues. 
  • Pueblo: replaced tennis crank. Second fountain doesn’t have enough water pressure, Elia shut it down and is looking for a leak. Pruning of Elms and Carobs were done. Small oak under Carob will be removed. New bball nets, repaired backboards for graffiti. Large lift in concrete by picnic tables caused by Sycamore roots. 
  • Castro:  replaced water fountain valve. Drainage issues in turf. In process of getting quote for replacing DG path around the park. 
  • NSP Promenade:  litter issues. Weekly cleanups happening. 

Kat Knecht:

New RFP for landscape maintenance coming up. Would a board member volunteer to help us evaluate the proposals? Jackie Garcia volunteered for that committee.

Commissioner Comments: 

  • Commissioner Garcia recommends installing signs/barriers over areas where turf is really soaked. 
  • Commissioner Hagen wondered whether reporting to FixIt Marin will re-direct work away from being billed to CSA 18?
  • Commissioner Garcia says the trash can lid is still broken at Castro. 
  • Commissioner Garcia says the NSP promenade looks like it needs work. Specifically weeding. 
  • Commissioner Garcia would like more oversight for cleanliness in Candy’s Park. Does F&K scope of work include this?  
     

5. BUDGET UPDATE  (ACTION ITEM)
Kat Knecht reviewed the year to date revenues and expenses for fiscal year 2026. The revenues are expected to be approximately 33K lower than expenses in 2026. The basic operating expenses of the CSA make up 98% of the total revenues, leaving very little room for additional work beyond recurring expenses. They reviewed the proposed budget for FY 27, which is currently identical to the current budget for 2026.

Commissioner Hagen:

  • Would like to see more conservative choices on the pathway materials to ensure future success. 
  • She also asks for information on whether the playground equipment has reached the end of its lifespan. Says it is 15 years old at Pueblo. 
  • She would also like to see some strategic planting of oak trees before they are needed in order to increase native cover and reduce drought.

6. REPORT FROM LONG TERM PLANNING, FUTURE COST ASSESSMENTS, AND CAPITAL IMPROVEMENT OPPORTUNITIES SUBCOMMITTEE (INFORMATION ITEM)
LAST TIME: Subcommittee did not have information to present to county staff. Subcommittee agreed.

Commissioner Comments:  
Commissioner Hagen suggested that the community move to purchase the old school site could prove an impetus for looking at the assessment.
