1. CALL TO ORDER
Meeting was called to order at 7:03 pm by Chair Glenn

3. APPROVE MINUTES FOR REGULAR MEETING OF SEPTEMBER 10, 2025

4. UPDATE ON CURRENT CSA 16 AND PARK DEPARTMENT ACTIVITIES (INFORMATION ITEM)
Scott Sherman presented landscape activities to the board. Activities included the following:
a. Fall fuels reduction projects – got 30K reimbursed from Central Marin Fire
b. Winter pruning on main Eliseo entrance and Corte Cayuga
c. La Cuesta Entrance SFD towards Eliseo had infill planting
d. Los Cerros Bioswale
e. La Cuesta Entrance
f. Manor/Corte Comoda Entrance upcoming project

Commissioner Comments:Commissioners thanked Scott Sherman for his thorough report and ongoing work.
5. FY 25-26 AND FY 26-27 BUDGET UPDATE (ACTION ITEM)
County Staff reviewed the budget revenue and expenditures for FY 25-26 and FY 26-27. About $29,000 is available for unexpected spending in FY 26. $211,000 has been spent so far in FY26, with the largest expenses going to the ongoing contract for maintenance by Gardener’s Guild. Staff expects spending of $452,000 and revenues of $357,000 for a fund balance of $285,000 by the end of FY 26.
FY 27 Plan Budget: Plan budget includes $348,220 in revenue and $325,057 in expenses, for a fund balance increase of $23,163 by the end of FY 27.

5. CREATION OF REVENUE SUBCOMMITTEE (ACTION ITEM)
A subcommittee was created to explore long term planning for revenue sources. Goals include creating a body of knowledge and performing outreach with the community, GPOA, cities of Larkspur and Greenbrae, and the County of Marin. Assess need, create long-term plan, present to board regularly.

6. ADVISORY BOARD MEMBER COMMENTS
Commissioner David Glenn would like to try to secure more consistent funding specifically for fuel reduction.
